"We will punish them without a statute of limitations, wherever they may be." — V.V. Putin. INTERPOL is one of those tools.
The UN Special Rapporteur: Russia has created a system of persecuting critics abroad, reported to the UN Human Rights Council
When Vladimir Putin openly declared that Russian state enemies would be tracked down and punished "without a statute of limitations, wherever they may be," it was not mere political rhetoric. It was an operational directive. As detailed in the recent report by Mariana Katzarova, the UN Special Rapporteur on the situation of human rights in the Russian Federation, Moscow has systematically exported its "rule of fear" beyond its borders. This state-sponsored infrastructure of transnational repression aims to silence dissidents, independent journalists, and anti-war activists who fled the country following the 2022 full-scale invasion of Ukraine.
Yet, Moscow does not execute this global campaign entirely alone. In a bitter irony of the modern international order, the International Criminal Police Organization (INTERPOL) has emerged as a primary, clear assistant in Russia’s transnational machinery. Under a deeply flawed shield of administrative neutrality, INTERPOL effectively aids the Kremlin's targeted operations.
Clear Message to Western and European Officials
This was not just an ultimatum to those who fled; it was an explicit warning directed at Western and European authorities. Putin’s statement serves as a blunt notice that host states should reasonably await violent attacks, assassinations, and intelligence operations executed directly inside their borders. By declaring that geography is no shield, Moscow has signaled that it views Western soil not as a sanctuary protected by local law, as the UN Special Rapporteur reported, but as an active theater of operations where Russian state power will be enforced by any means necessary.
The Shield of Neutrality: How INTERPOL Locates Targets for Moscow
INTERPOL’s founding constitution strictly forbids the organization from engaging in political, military, or religious activities. However, Russian intelligence has seamlessly weaponized the organization's automated alert systems—specifically Red Notices and diffusions—to bypass these protections.
By flooding the international system with fabricated, non-political charges like fraud, theft, or weapons possession, Moscow successfully cloaks political persecution as routine law enforcement cooperation. Leaked data and civil society reviews demonstrate that the Russian Federation is the leading abuser of INTERPOL systems globally, accounting for a staggering volume of non-compliant Red Notices.
By processing these notices without rigorous upfront vetting, INTERPOL acts as a global locating beacon for Moscow. Under the guise of international cooperation, the database forces host states to flag, track, and log the exact geographic coordinates of political refugees. In effect, an organization designed to stop global crime functions as an administrative scout for a state executing extraterritorial lawlessness, operating with a posture that behaves as if it is indifferent to—or even proud of—its automated efficiency in tracking human targets.
The Western Blunder: Elevating Unvetted Notices to Legitimate Law
The true systemic danger of this weaponization lies in how European and Western legal systems have allowed themselves to be co-opted. Legally, an INTERPOL Red Notice is not an international arrest warrant; it possesses no additional legal or constitutional weight beyond the domestic Russian warrant that generated it.
Despite this, Western immigration authorities, border forces, and private financial networks routinely treat these notices as legitimate, independent proof of criminality. This institutional blind spot triggers severe "denial of services" for exiles:
Immigration & Asylum Delays: Non-citizens and asylum seekers are regularly intercepted during routine interviews or travel, thrust into prolonged maximum-security immigration detention based solely on unvetted Russian data.
Financial Exile: Global compliance databases (such as LSEG World-Check and LexisNexis) automatically ingest lists from Russia's Federal Financial Monitoring Service (Rosfinmonitoring), leading Western banks to freeze accounts and block assets of dissidents without independent verification.
By allowing these alerts to dictate domestic judicial and financial outcomes, Western officials effectively outsource their sovereignty, allowing tainted Russian paperwork to restrict the freedoms of individuals living under Western legal protection.
The Domestic Blueprint: Merging Fabricated Law with Street Violence
To understand how Russia utilizes this international leverage, one must look at the blueprint perfected within its own borders. For decades, the Kremlin has resolved domestic friction with critics or business owners through a highly coordinated tag-team strategy: official state prosecution handles the paperwork to tie the target down legally, while organized criminal elements exert physical pressure where official agencies require plausible deniability.
Today, this exact dual-tactic framework has been deployed globally. The transnational scheme operates in two distinct phases:
[Phase 1: The Corporate Scout]
INTERPOL & Rosfinmonitoring lists locate and legally paralyze the target in Western societies.
│
▼
[Phase 2: The Street Enforcer]
Infiltrated proxies, criminal networks, and sleeper agents execute physical violence or threats.
When official legal channels fail to secure an extradition, the second phase is initiated. As European states expelled hundreds of official Russian diplomats and intelligence operatives, Moscow rapidly outsourced its field operations to private proxies, coerced collaborators, and organized crime networks.
Infiltration and Execution Across the West
This operational network relies heavily on infiltration. Taking advantage of massive global migration waves, including displacement from conflicts in Syria and the broader Caucasus, Russian intelligence has successfully seeded assets and sleeper cells across European and Western societies.
These networks operate in the shadows to execute Moscow’s directives:
Targeted Violence: The assassination of defected pilot Maxim Kuzminov in Spain and the brutal hammer assault on Chechen blogger Tumso Abdurakhmanov in Sweden demonstrate a chilling willingness to use lethal force on European soil.
Physical Surveillance: Activists in Virginia, Washington D.C., and Germany report unidentified individuals monitoring their private residences, shadowing family members, or deploying highly intrusive digital spyware like Monokle onto personal devices.
Coercion by Proxy: When targets are physically out of reach, these networks coordinate with security agencies back home to harass, detain, or torture the relatives left behind in Russia, transforming family bonds into tools of psychological warfare.
Breaking the Cycle of Co-optation
The UN Special Rapporteur's report makes it clear that transnational repression only succeeds when host states fail to protect their own institutional integrity. So long as Western courts, immigration systems, and international bodies like INTERPOL treat Russian state inputs as good-faith legal instruments, they remain active gears and assistants of Vladimir Putin’s global punitive machine.
To halt the export of fear, the international community must strip away the false legitimacy of these cross-border mechanisms. INTERPOL Red Notices or Diffusions must not be treated as something internationally supported or substentiated, it must be treated exclusively as national warrants posted on international advertisement platform nothing more serious than Instagram. Just as posting something on Instagram adds absolutely no credibility to its author except its own inherent value, uploading a national warrant to INTERPOL adds zero legitimacy or international value to the underlying legal value of that warrant.
And only if the European and Western officials admit the Russian state, policy, legal system as a model of lawfulness and legitimacy they should consider if they must act on those notices or disregard them.
What is happening today is a monument to sheer ignorance, a global farce fueled by an astonishing lack of knowledge about what an INTERPOL notice actually is. To look at European and Western officials today—judges and immigration officers included—is to witness a bizarre tribe of modern primitives. They behave exactly like prehistoric cave-dwellers who heard the wind rustling through the trees and genuinely believed it was the voice of angry spirits demanding human sacrifices.
In the exact same way, the moment these supposedly enlightened Western officials lay eyes on a piece of paper with an INTERPOL logo, they fall to their knees in superstitious awe. They promptly sacrifice their own cherished constitutional values, their legal principles, and the lives of political refugees, eager to appease the bureaucratic phantom. With this primitive reverence, they willingly perform the ultimate service for the Kremlin: they help them locate, kill, or deliver these desperate people directly back into the arms of the very regime they loudly condemn on other international stages. It is this unthinking hypocrisy that effectively rolls out the red carpet for foreign autocrats, enabling brutal transnational repression to operate with a judicial stamp of approval right in their own backyards.
